Mission Utkarsh: Public–Private Partnership Drives Improvement in Board Exam Outcomes in Raipur

Raipur : In a focused effort to improve board examination outcomes in government schools, the district administration of Raipur, in collaboration with the Adani Foundation, implemented an ambitious academic initiative titled Mission Utkarsh during the 2025–26 academic session.

The programme, guided by the District Collector and executed by the District Education Department, aimed at strengthening academic performance among Class 10 and 12 students across government high schools and higher secondary schools in the district.

Data-Driven Academic Model

Previously ranked around 33rd in board examination performance, the district adopted a data-centric educational model under Mission Utkarsh. The initiative was implemented across 215 government schools, covering approximately 16,100 Class 10 students and 13,000 Class 12 students from Hindi and English medium backgrounds, including Science, Commerce, and Arts streams.

Regular academic assessments were a cornerstone of the programme. Monthly tests, half-yearly exams, and pre-board examinations were conducted to track student progress. Subject-wise performance analysis enabled identification of learning gaps, allowing targeted academic support for students. Continuous monitoring by district authorities ensured effective coordination and implementation.

Role of Adani Foundation

The Adani Foundation acted as a strategic partner in the programme, providing full financial support. It facilitated the printing and distribution of question papers for monthly tests, supplied educational materials to students, and engaged expert academic agency ELEMENTS for academic support and programme management.

The Foundation also assisted in result tracking, data analysis, and monitoring processes. Additionally, capacity-building support was extended to teachers, enabling structured and consistent delivery of the programme.

Measurable Outcomes (Academic Session 2025–26)

Class 10

  • District Rank improved from 32 to 27
  • Pass Percentage increased from 66.24% to 71.05%

Class 12

  • District Rank improved from 25 to 15
  • Pass Percentage increased from 79.94% to 84.79%

Merit Achievements

In Class 10, two students secured positions in the state Top-10 merit list, with the highest score recorded at 592 marks (98.67%). In Class 12, five students made it to the Top-10 merit list, each scoring above 96%.

A Scalable Academic Model

With the participation of nearly 29,000 students, Mission Utkarsh has emerged as a structured and outcome-oriented initiative that has significantly contributed to improving the academic standards in government schools across the district. The programme is increasingly being viewed as a practical and scalable model for academic enhancement through effective collaboration between administration and corporate social responsibility initiatives.
