Bilaspur : As per the order issued by the Ministry of Coal, Government of India, and with the approval of the Hon’ble Minister of Coal, Shri Biranchi Das, Director (Human Resource), South Eastern Coalfields Limited (SECL), has been entrusted with the additional charge of Director (Human Resource), Mahanadi Coalfields Limited (MCL).
The additional charge will be effective from 1 July 2026 for a period of six months, or until the appointment of a regular Director (Human Resource), or until further orders, whichever is earlier.
Shri Biranchi Das assumed charge as Director (Human Resource), SECL on 20 March 2024. With nearly three decades of rich experience in Human Resource Management, Industrial Relations and Employee Welfare, he has led several transformative initiatives during his tenure at SECL.
Under his leadership, SECL’s flagship CSR initiative “SECL Ki Dhadkan” has successfully facilitated 300 life-saving congenital heart surgeries for underprivileged children. Another flagship initiative, “SECL Ke Sushrut”, has successfully completed two batches of medical coaching students. The scheme also became the first CSR initiative of any Coal PSU to be listed on the Government of India’s Direct Benefit Transfer (DBT) Portal.
In the field of Human Resource Management, SECL has provided employment to more than 1,623 landowners and 946 dependent family members since FY 2024-25. Several innovative and employee-centric initiatives have also been implemented to strengthen employee welfare, industrial relations and organizational development.
Shri Biranchi Das began his professional career in 1994 as a Welfare Officer (Trainee) at Deulbera Colliery, Talcher Area, Mahanadi Coalfields Limited (MCL). He holds a Postgraduate Degree in Personnel Management & Industrial Relations from Utkal University, Odisha.
During his earlier tenure at MCL, he played a significant role in strengthening industrial relations and contributed to the formulation of several key Human Resource policies, including the House Allotment & Administration Rules for Non-Executives.
At present, Shri Biranchi Das also serves as a Director on the Boards of Chhattisgarh East Railway Limited (CERL) and Chhattisgarh East-West Railway Limited (CEWRL).
