CVO Himanshu Jain leads interactive session on procurement compliance, transparency and preventive vigilance at MDI Bilaspur
Bilaspur : South Eastern Coalfields Limited (SECL) organised a two-day Capacity Building Programme on Public Procurement at the Management Development Institute (MDI), Bilaspur, as part of its three-month Vigilance Awareness Campaign 2026.
The programme aims to strengthen procurement practices by improving participants’ understanding of government policies, procedural requirements and preventive vigilance measures.
CVO Himanshu Jain leads interactive training
Shri Himanshu Jain, Chief Vigilance Officer (CVO), SECL, addressed the inaugural session and conducted an interactive training programme focusing particularly on the Public Procurement Policy for Micro and Small Enterprises (MSEs) and Make in India (MII) provisions.
The session examined how these policies are implemented at different stages of the procurement process. It highlighted their importance in promoting greater participation of MSEs and encouraging domestic manufacturing while maintaining fair competition, transparency and compliance with applicable rules.
Real-life case studies used to explain procurement risks
During the session, Jain used real-life case studies to explain common procurement risks and procedural vulnerabilities that can arise during the procurement process.
He stressed the need for due diligence at every stage, from planning and tendering to evaluation and contract execution. The case studies helped participants understand how MSE and Make in India provisions should be applied while dealing with practical procurement situations.
Participants discuss challenges and seek clarifications
The training concluded with an interactive question-and-answer session. Participants raised various procurement-related issues and sought clarification on the practical application of MSE and Make in India provisions.
The discussion provided an opportunity for participants to understand the policy requirements in greater detail and identify ways to minimise procedural risks.
Focus on preventive vigilance and transparent procurement
The programme reflects SECL’s efforts to strengthen procurement capabilities and promote preventive vigilance through informed decision-making, transparent procedures and effective risk management.
The company said such capacity-building initiatives can help officials and procurement teams make better-informed decisions while ensuring compliance with government procurement policies.
