Special Campaign 6: SECL Strengthens Good Governance Through Digital Services

HMIS and PPO/Life Certificate Portal simplify access to healthcare and pension-related services

BILASPUR : Advancing the objectives of Special Campaign 6, South Eastern Coalfields Limited (SECL) is strengthening administrative efficiency, transparency and ease of service delivery through digital services. Initiatives such as the company’s Hospital Management Information System (HMIS) and PPO/Life Certificate Portal are making healthcare and pension-related services more accessible to employees, pensioners and their family members.

These initiatives by SECL, under the Ministry of Coal, are advancing the campaign’s good governance objectives by reducing paperwork, ensuring systematic record management and facilitating faster processing of services.

HMIS Enables Integrated Digital Management of Healthcare Services

SECL’s HMIS provides an integrated digital platform for managing healthcare services. Information relating to patient registration, medical consultations, treatment and medicines is recorded digitally. This enables systematic maintenance of medical records and makes it easier to access information about a patient’s previous treatment.

The system also facilitates the online processing of medical reimbursement claims. Integration with Amrit Pharmacy and features related to medicine management are helping simplify administrative procedures and improve healthcare service delivery.

Digital PPO and Life Certificate Services for Pensioners

To facilitate services for retired employees and eligible spouses of deceased employees, SECL has developed a centralised PPO/Life Certificate Portal. Pension Payment Orders (PPOs) can be obtained and downloaded online through the portal. It also simplifies the process of submitting annual life certificates digitally.

This arrangement reduces dependence on physical documents and manual procedures. The governance dashboard linked to the portal helps monitor PPO uploads and related compliance across various areas of SECL. This enables more effective review of work progress and improves administrative coordination.

Focus on Better Record Management and Faster Service Delivery

The implementation phase of Special Campaign 6 is being carried out from October 2 to 31, 2026. The campaign places particular emphasis on cleanliness, e-waste management, better utilisation of available space, record management and the disposal of pending cases.

SECL’s digital initiatives support these objectives by promoting paperless operations, improved record management and easier access to services. Through HMIS and the PPO/Life Certificate Portal, the company continues to work towards making essential services more accessible and convenient for employees, pensioners and their families.
